The land is affected by the Ipswich City Council Mining Overlay, but there is no history of subsidence in this area. Mine shafts run under the rear half of the block and so the house must be built towards the front of the block at the usual setback of 6m.

The land is affected by the Flooding Overlay. The front of the block is on the edge of the flood line and so there is no danger of being trapped by flood waters as Thomas Street rises from this block to the top of the hill, and so the street is not affected by flooding. Any flood water would be stagnant, not fast flowing. The standard high set floor height of 2.7m is well above the 1974 flood level.

The Ipswich City Council flood map shows the flood level for the 1974 flood. During the 2011 flood, the water only reached the back corner of the block. During the 2013 flood, the block wasn't affected at all. 

The block has been approved by Ipswich City Council for construction of a single level high-set residential house on stumps. The main criterion to satisfy the flood overlay is that the house must be high-set at the standard legal height of 2.7m. The underneath area can be used for car spaces, laundry, storage etc. The fine details can be discussed with serious buyers. There should not be any special costs above what it would normally cost to build on vacant land.
